Charles Edward Penfold Ballard was born in London on 1 November 1867, the son of George Henry Ballard and his wife Sarah.

 

In March 1885, when he was 17, Ballard went to work for London & County Bank. In 1909 London & County Bank merged with London & Westminster Bank, and Ballard became an employee of the enlarged London County & Westminster Bank.

 

In December 1916 Ballard left his position as a clerk at the bank's London Holland Park branch to join the army. He was commissioned into the Welsh Guards, and first went on overseas service in August 1917. Second Lieutenant Ballard died in France on 10 March 1918. He was 50 years old and left a widow, Mary.
