Herbert George Fanning was born in Cookham, Berkshire on 28 September 1885. He became the adopted son of Robert John Fanning. In March 1903 he went to work for Parr's Bank.

 

In 1916 Fanning left his role as a supernumerary member of staff at the bank's Taunton branch to join the Royal Naval Volunteer Reserve as an Able Seaman. He was one of 25 men killed when the vessel in which he was serving, HMS Magic, struck a mine off the north coast of Ireland on 10 April 1918. He was 32 years old and left a widow, Rose.
