Walter Robert Seymour Fox was born in Hornchurch, Essex, on 3 October 1895, the son of Walter Fox and his wife Emily. In December 1912, when he was 17 years old, Fox went to work for London County & Westminster Bank.

In November 1915 Fox left his job at the bank's High Wycombe branch to join The Buffs (East Kent Regiment). After training at Tonbridge, he was deployed to France on active service in September 1917. He later returned to England to take a commission in the Royal Flying Corps (later the Royal Air Force), and was sent back to France as an observer in May 1918. Second Lieutenant Fox of the Royal Air Force was shot and wounded while flying on the morning of 22 August 1918. He died around five hours later from his injuries. He was 22 years old.
