Balfour Halliday was born on 22 March 1887, the son of John and Jemima Alexandrina Halliday. He was brought up in Cheadle Hulme, where he was a member of the local Church of England Mens' Society and represented the town at lacrosse.

In July 1904 he went to work for Manchester & Liverpool District Banking Co as a junior at its Manchester head office. He was promoted to a clerkship there in 1909 and transferred to Stockport branch in 1910.

Outside work Halliday was a territorial soldier, a member of the Cheshire Yeomanry from 1911. At the outbreak of war he volunteered for service abroad, and in November 1915 gave up a pending commission in order to go abroad sooner. In early 1917 he was invalided home suffering from fever, but subsequently made a full recovery, and entered officer training. He was commissioned into the West Yorkshire Regiment in June 1917.

Second Lieutenant Balfour Halliday was killed in action on 4 July 1917. He was 30 years old.
