Oswald Hartley was born in Camberwell, London, on 5 January 1885. In March 1903, when he was 18 years old, he went to work for London & County Bank. In 1909 London & County Bank merged with London & Westminster Bank and Hartley became an employee of the enlarged London County & Westminster Bank.

In January 1916 Hartley left his post as a clerk at the bank's London Bromley branch to join the army, becoming a Private in the London Regiment. He was killed in action on 17 July 1917. He was 32 years old.
