Frank Warley Mitchell was born on 6 June 1898, the son of Frank Mitchell, an elementary schoolmaster, and his wife Mary Ellen. In November 1913 he went to work for Manchester & County Bank.

 

In May 1917 Mitchell left his job at the bank's Bacup branch to join the army, initially as a Private in a Training Reserve Battalion. He was later commissioned into the Manchester Regiment. Second Lieutenant Mitchell was killed in action on the Western Front on 7 June 1918, the day after his 20th birthday.
