Charles Eardley Bootiman was born on 7 January 1903, the son of Oscar and Rosina Bootiman. He was educated at North Eastern Counties School, Barnard Castle and Dulwich College. He worked at the military bank Cox & Co for three years before joining the staff of National Provincial Bank as a temporary clerk at Plymouth in October 1922. His brother, John Arthur Douglas Bootiman, also worked for the bank. He subsequently worked at Grimsby and London Cromwell Road branches and in the head office staff department before becoming accountant at the bank's London Baker Street branch in August 1936. He was a keen member of the bank's Athletic Association and played in the bank's rugby XV for ten seasons. 

 

Outside work Bootiman was a territorial soldier, and at the outbreak of war in September 1939 he was called up for full time war service in the Royal Tank Regiment. Major Bootiman was accidentally killed on 13 November 1942, while attending an artillery and small arms demonstration. He was 39 years old.
