Frank Ronald Collins was born on 16 February 1907, the son of Frank and Alice Collins. He was educated at Whitgift Grammar School, Croydon. He joined the staff of National Provincial Bank as a probationer at London Strand branch in August 1925. He was promoted to junior clerk in February 1926 and to clerk in April 1926. He subsequently worked at London Piccadilly and 123 Fenchurch Street branches before moving to the head office Advance Department in September 1937. Outside work Collins played rugby for the bank's staff team and served as a steward at shows put on by the bank's musical and dramatic societies.

 

Collins was also a long-serving Special Constable, having joined the service in 1926. He was on duty at Cloak Lane Police Station on 8 March 1941 when he was injured in an air raid; he died in hospital later the same day. He was 34 years old and left a widow, Kathleen, whom he had married in 1938.
