Graham Herbert Cooper was born on 25 February 1914, the son of Herbert and Florence Cooper. He was educated at Collington Rise Preparatory School, Bexhill and Bishop's Stortford College. In September 1932 he joined the staff of National Provincial Bank as a probationer in its Overseas branch, which was located in the bank's London Princes Street office. He was promoted to junior clerk in December 1932 and to clerk in January 1935. He moved to Wimbledon Common branch in November 1938. 

 

In September 1939 Cooper left the bank to go on war service in the Royal Army Medical Corps. Private Cooper was killed during the evacuation from Dunkirk on 28 May 1940. He was 26 years old.
