Thomas Duncan was born on 6 January 1921, the son of Thomas and Helena Robertson Duncan. He was educated at Northgate School for Boys in Ipswich before joining the staff of National Provincial Bank as a probationer at the Norwich branch in November 1938. He was promoted to junior clerk in December 1938. He then moved to Southsea branch in May 1939. 

 

In August 1940 Duncan left the bank to go on military service. He joined the Royal Naval Volunteer Reserve and served with the Fleet Air Arm, HMS Heron. On 6 July 1941 Sub-Lieutenant Duncan was killed in an air crash. He was 20 years old.
