Raymond Harvey was born on 29 June 1920, the son of Norma and Peter Richie Harvey. He was educated at Heaton Secondary Boys' School. He joined the staff of National Provincial Bank as a probationer in November 1936 at Newcastle upon Tyne branch. He moved to Newcastle Northumberland Street branch in November 1938 and was promoted to clerk in April 1939.

 

Just before the outbreak of war, in August 1939, Harvey volunteered for the Royal Air Force Volunteer Reserve, and in May 1940 he left the bank to go on war service, training as an observer. On 25 August 1942 Flight Sergeant Harvey was reported missing from a mission over the Mediterranean to search for the crew of a plane known to have crashed in the area. He found their dinghy and reported its location, leading to their successful rescue, but his plane did not return to base. It was not until a year later that he was formally presumed to have been killed on that day. He was 22 years old.
