William James Horley was born on 17 February 1923, the son of William Wilkie Horner and his wife Minnie. He joined the temporary wartime staff of Westminster Bank at its Leyton branch in October 1939. 

 

In December 1941 Horley left the bank to join the Royal Navy, training as a telegraphist. Ordinary Telegraphist Horley died when his ship, HMS Veteran, was sunk by a U-boat on 26 September 1942, while part of an Atlantic convoy. He was 19 years old.
