Ronald Henry Mills was born on 6 September 1911, the son of Thomas Henry Mills and his wife Annie Louisa. He joined the staff of Westminster Bank in the Joint General Manager's office, Southern Control, in February 1929. Outside work he was a member of the bank's staff sports club and a territorial soldier. 

 

During the Second World War Mills left the bank to go on military service, becoming a Captain in the Royal Artillery. He died of cancer on 14 May 1944, leaving a widow, Joyce, whom he had married in 1937. He was 32 years old. A colleague at the bank recalled, 'All who met him were impressed by his sincerity and quiet humour, and whatever he did he did thoroughly.'
