Hubert Townshend Penty was born on 29 December 1912 and worked for Westminster Bank from June 1930, when he joined the staff of the bank's Sidmouth branch. He later served at branches in Exmouth, Southbourne and Cowes, and was transferred to Midsomer Norton branch in April 1940. 

 

A few months later, in June 1940, he left the bank to go on war service, becoming a Lance Corporal in the Royal Army Service Corps. Early in October 1940 he was involved in an accident in which he injured his chest and ribs, but did not report sick. He was subsequently taken seriously ill and died of blood poisoning in hospital on 18 October 1940. He was 27 years old.
