William Richard Stephens was born on 3 February 1911, the son of William James and Lilian Eva Stephens. He joined the staff of Westminster Bank at its London Lothbury head office in February 1929. Outside work he enjoyed gardening and playing hockey, and was a member of the bank's staff sports club.

 

At the outbreak of war in September 1939 Stephens left the bank to become a full-time member of the Army Fire Service. He returned to the bank three months later, but then in October 1940 joined the Royal Air Force Volunteer Reserve, becoming a Pilot Officer (Observer). 

 

Pilot Officer Stephens was killed in a plane crash on 4 September 1942. He was 31 years old and left a widow and three-year-old son.
