Ivan Cooper Williams was born on 12 July 1921, the son of William Lewis Williams, master mariner, and Margaret Bennett Williams. He was educated at Aberayron County School.

In November 1938 Williams joined the staff of National Provincial Bank as a probationer at its Llanbydder branch. He moved to Brecon branch in 1940 and was promoted to clerk in April 1941.

A month after his promotion Williams left his job at the bank to join the Royal Navy. On 13 September 1943 Ordinary Telegraphist Ivan Williams died after contracting tuberculosis at the signalling school in Hampshire he was attending. He was 22 years old.
